In principle, only sovereign states can become USNW full members and have to go through an application process that can either deem them a full or ambassadorial member. The other members of the USNW vote on the intial application for ambassadorial member, while the Executive Department can promote it to full membership.
The USNW officially came into existence on 10 February 2011, after the dissolution of the second COFR, which had been founded on 4 October 2010, after six Alliance of Independent Nations (AIN) members resigned and revived the COFR. After three of the original six members, Duwamish, Escambia, and Lisieux, resigned from the COFR, the union was reformed and renamed the USNW. Of the original six, Gansbaai and New Chandler were the only two original COFR members who stayed in the USNW, although Duwamish re-joined as an ambassadorial member.
